The Central Bureau for Driver Certification (CBR), responsible for driving exams in the Netherlands, is vacating its current location in the former Hotel Brabant on Heerbaan in Breda. This departure leaves a question mark over the future of a building that once represented modern hospitality in the city. Despite previous ambitious plans, the fate of the old hotel remains undecided.
From Renowned Hotel to Uncertain Future
Hotel Brabant’s History
Built in 1968, Hotel Brabant was celebrated for its modernist architecture, featuring 71 rooms and clean, optimistic design lines. Strategically located on a major thoroughfare, it thrived for decades, further bolstered in 1987 by the opening of a Holland Casino across the street. However, the construction of a highway bypass outside the city diminished its prominence, signaling the start of its decline.
Failed Redevelopment Plans
In recent years, developers envisioned a bold transformation into a “City Campus” featuring approximately 670 micro-apartments. However, by early 2023, the project was deemed “completely unfeasible,” leaving the site in limbo. Berry Hoogveldt of Next Development stated, “Unfortunately, we cannot yet share any updates regarding future plans for the Hotel Brabant site. We hope to have more clarity soon.”
The Impact of COVID-19
Hotel Brabant officially closed in December 2020, citing the economic challenges of the COVID-19 pandemic as the final blow. Giovanni van Eijl, owner of Amrâth Hotels & Restaurants BV, remarked, “The pandemic was the final push that made this decision inevitable. Additionally, the competition in Breda is significant.”
New entrants, such as the five-star Nassau Breda hotel and the Leonardo Hotel (previously Apollo Hotel) near the station, have reshaped Breda’s hospitality scene. The competition, coupled with financial difficulties dating back to the 2008 banking crisis, placed insurmountable pressure on the iconic property.

In a surprising turn, a 2021 police inspection found 120 people living in the closed hotel under unsafe conditions, including faulty fire alarms and emergency exits. This raised concerns about the property’s maintenance and its broader impact on the community.
